Commit the corpus, and keep it revertable on its own
Why
A derived-and-gitignored corpus means every fresh clone and CI run has an empty index, so the search layer is dead everywhere except a machine that ran ingest. 139 MB is a real cost and it buys a session that can read what it counts.
Measured
139 MB across 7,783 files, compressing to an 11 MB pack. Separated from the pipeline commit so one revert undoes the data and leaves the code that regenerates it.
Inputs and outputs
This decision declares none. Every name in this section, when present, resolves against the capability vocabulary or the floor registry -- a typo fails the generator rather than rendering.
