Fetch one named URL rather than building the frontier first

Why

Ingest cannot help with a page the sibling has never crawled, and on the day a model launches that is every page about it. A person naming one URL needs no frontier, and pretending to have one would be worse than not having it.

Measured

The Fable 5.1 / Mythos 5.1 launch page was absent from every manifest here and from the sibling's; mythos-5-1 appeared in 0 corpus files. 449,110 bytes of HTML converted to 3,783 words and became searchable.

Inputs and outputs

This decision declares none. Every name in this section, when present, resolves against the capability vocabulary or the floor registry -- a typo fails the generator rather than rendering.
