Decision

Name uploads the way a training run names checkpoints

Why

An upload folder has a training run's problem: artifacts arrive over time, must be orderable, must stay identifiable, and a name must not come to mean something else. Zero-padded index, content digest, kind tag, and an immutable identifying half.

Measured

There is no upload hook event -- the reference names eleven and none fires on a file arriving -- so the hook polls on SessionStart and UserPromptSubmit, idempotent by digest. Every tool sorts strings and almost none sort embedded integers.

Inputs and outputs

This decision declares none. Every name in this section, when present, resolves against the capability vocabulary or the floor registry -- a typo fails the generator rather than rendering.
